About the Role
As Head of Public Affairs, you will lead GoTo's external positioning, media strategy, and parliamentary and regulatory-facing engagement across key policy and industry platforms. Reporting to the Chief of Public Affairs, Policy & Government Relations, you will bridge the gap between regulatory goals, legislative engagement, media strategy, and public sentiment, building GoTo's narrative, relationships, and reputation as a trusted tech leader in Indonesia and Southeast Asia.
What You Will Do: Lead GoTo's media and narrative strategy targeted at regulators, policymakers, and the policy-facing press. Translate complex regulatory, legislative, and policy matters into clear positioning for government bodies and public sector stakeholders; manage high-stakes issue response and crisis communications on policy- and regulatory-origin matters, including risks emerging from digital and social channels, to protect GoTo's standing with government and regulatory stakeholders.
Build and manage GoTo's relationships with parliamentary members and staff (DPR), lead engagement on relevant legislative processes, and represent GoTo's positions in hearings, consultations, and legislative forums, in close coordination with the broader policy team on substantive regulatory strategy.
Build and leverage relationships with industry associations, business councils, think tanks, and coalitions (e.g., ASEAN, APEC, tech/e-commerce groups) relevant to policy and regulatory positioning. Advancing GoTo's industry standing and economic/social impact narrative within these forums.
Design and lead proactive advocacy and positioning efforts aligned with regulatory and legislative priorities; prepare executives for parliamentary hearings, high-profile media engagements, keynotes, and panels.
Monitor political, legislative, societal, and digital sentiment trends in Indonesia and the region to advise leadership on emerging communications and narrative risks and opportunities tied to policy and regulatory developments.
Collaborate closely with Legal, Corporate Communications/Affairs, and executive leadership during any policy- or parliamentary-driven public moment, ensuring narrative and legislative positions move together.
What You Will Need: 15+ years of progressive experience in public affairs, government relations, corporate communications, or strategic advocacy, with 8+ years in a senior leadership role at a tech platform, multinational corporation, or top-tier public affairs/GR agency.
Demonstrated current relationships with Indonesian parliamentary (DPR) members and staff and a track record of engagement on legislative processes affecting a regulated industry.
Fluent in Bahasa Indonesia and English, with deep understanding of Indonesia's political, legislative, and media landscape.
Demonstrated tier-1 media relationships (national and international) and a track record of managing high-stakes media and crisis communications.
Proven experience representing corporate interests in industry associations, coalitions, or cross-industry forums.
Strong track record managing complex internal cross-functional dynamics (legal, communications, executive office) under time pressure.
Exceptional narrative and communication skills, able to translate legislative and regulatory substance for public, political, and media audiences.
