JLL are seeking candidates for the role of Regional Programme Director, APACThis position is a key management role, leading the delivery of project and programme services across APAC for a regional Client with whom JLL provides end-to-end services. The position reports to the APAC Account Director, but interfaces with internal and client stakeholders across service lines. The successful candidate will lead a small team of programme managers responsible for the governance, oversight and implementation of pan regional programmes of work.The successful candidate will be responsible for:Leading and mentoring a diverse team across the APAC region in the delivery of:The Client’s rolling 5-year plan for asset renewal and maintenance worksSelected capital programmes with projects of higher complexity / valueImplementation of an effective PMO structure, including project and programme governance and performance management and driving a culture if continuous improvement in processOversight of, and point of escalation, for ‘variable project teamsMeeting and exceeding Account / Client KPI’sTypical project types include refurbishment of existing facilities including offices and residential, work involving replacement of life expired building fabric (roof, façade) and infrastructure works including drainage renewal, HVAC replacement etc.The preferred candidate will have a background in overseeing construction projects of a diverse nature with multiple interdependencies and strong stakeholder engagement skills. They will exhibit strong contract literacy, be confident in liaising with international consultants and holding them accountable within the project lifecycle and treat Health & Safety as non-negotiable. In their leadership role they will be culturally aware, bridging the gap between an established delivery baseline and local operating realities through effective communication in both directions.Key ResponsibilitiesAct as the Client’s primary point of contact in the region for strategy, implementation and escalation for capital works, blending Client’s Global direction with Local Business needs.Own the relationship with Key Stakeholders and assure effective communication from internal Client challenge. Serve as the single point of contact providing accountability and certainty. Ensure alignment and communication to client business lines and stakeholders. Where required manage conflict resolution.Provides accountability to client for the project delivery of Client’s real estate portfolio in APAC, from strategy to handover to internal Facility Management team.Assist the Client in the development and implementation of a rolling 5-year capital project strategy including, but not limited, to annual project planning and defining in country delivery strategy to achieve value for moneyActive involvement during the due diligence / planning stage, providing information and recommendations to Client on budget, program, and procurement route, informed by a working knowledge of public sector contract frameworks and the consultant landscape the Client draws from.Establish and maintain a standard set of practices, processes and templates for managing projects consistently and efficiently to reduce project related risk and costs, constructively challenging the Client's inherited approach where it does not fit APAC delivery conditions. Lead the continuous review and optimisation of process / governance with a view to ensuring it is aligned to business needs, reflects industry best practice, proportionate and scalable to the needs of the regional business – identifying and driving opportunities for strengthening governance / compliance through efficiency and improvement to project management process and methodsSpearhead Client’s process for business approval in the region, review before formal submission into Client’s systems.Conducts regular update presentations to Global and Regional Client Stakeholders.Oversee the collection, consolidation and analysis of program and project data to drive effective decision makingAct as a point of escalation, liaising with JLL Country leads to resolve matters in relation to project stressEstablish and foster strong relationship with key Client Stakeholders (eg: Operations, IT and Security) and local Business Sponsors.Ensure effective implementation of client’s standards and local office requirements and regulations.Support the development of the Client’s Global Sustainable initiatives by working with the JLL Sustainability Team to develop and prioritize projects to be incorporated into the annual capital planLead a team of programme / project managers to:define, agree and report on project timelines, technical issues and stakeholder engagement for capital projectsEnsure all work orders and contracts are drafted, approved and executed before starting work on a projectProvide oversight to all of the regional projects, give expert guidance and advice on all matters relating to project delivery.On board in country delivery project managers and ensure they deliver projects to specification, on time and in budget.Take ownership of project reporting, ensuring that the PM’s report accurately, through inhouse PMIS tools or other preferred methods, on the status of the project and project financesEnsure that changes to scope or budget are reported on and managed accordinglyEnsure that project/program risks are reported on and managed accordinglyDrive cost assurance and value engineering.Ensure Health & Safety is planned effectively and implemented across all projects, driving the expected standard of behaviour through the whole project team.Manage existing performance management frameworks associated with vendors (consultants, contractors and suppliers)Identify and address areas of concern regarding potential liabilities and risk.Ensure that Client Security requirements are adhered to across project deliveryKey Roles & Responsibilities internal to JLLManage, mentor and develop JLL staff members employed on the AccountImplement JLL’s Account Management Deliverables, including Mandatory Account DeliverablesSupport regular Account Health checksOwn all commercial and contractual matters in connection with JLL’s services. Ensure all agreements and documentation necessary for invoicing is in place, assure the issue of invoices, drive cash collection and identify opportunities that improve JLL margin without comprising the service provided.Monitor and review account profitability with Business Line heads periodicallyCreate awareness of JLL’s full range of services to the client as value creation opportunitiesDevelop and deliver value add services within the PMOComply with all JLL policies and procedures, including but not limited to ethics and business practiceDemonstrate knowledge transfer from lessons learnt across projects and within the programme to improve service delivery.Growth of AccountMeet assigned financial targets covering account sales and key pursuits. Services include Account Management, Project & Program Management and Design Services.Own and participate with representatives from Client and JLL in the development of the annual business plan covering whole company objectives.Create awareness of JLL’s full range of services to the client as value creating opportunitiesDevelop the relationship with JLL and Client Leadership Teams to promote JLL capability in the delivery of larger Capex projectsMonitor and review account profitability with Account Director periodicallyKeep key Business Heads aware of business opportunities with the Client and exercise judgment which will have organizational wide impacts.Key Result Areas1.
