You will support SWDA’s evidence-based planning, programme evaluation and management reporting for initiatives related to career development and planning, employment services and capability building for the Career and Employment Services sector. The role requires someone who can design the right questions, manage messy datasets, conduct robust analysis, explain the ‘so what’, and translate findings into recommendations that meet management’s decision-making needs.As a Manager/Senior Manager in Research, Data Analytics and Insights, you will:• Work with programme, partnership and planning teams to clarify the management question, policy issue or programme decision that the data needs to answer.• Design or refine research instruments, surveys, feedback forms and follow-up questionnaires so that they generate usable evidence on learner profile, needs, satisfaction, barriers, outcomes, conversion, follow-through and programme impact.• Support literature reviews or desk research to place survey findings and analysis within broader labour market, employment or sector trends.• Consolidate, clean, structure and merge data from surveys, feedback forms, programme trackers, partner submissions, grant records and administrative datasets.• Conduct comprehensive data analysis, including descriptive statistics, cross-tabulations, segmentation, trend analysis, funnel and conversion analysis, comparisons across participant groups, outcome tracking and analysis of longitudinal outcomes over time.• Analyse qualitative feedback to explain not only what happened, but also why it may have happened.• Develop and maintain Excel trackers, pivot tables, dashboards, Power Query workflows, reporting templates and data dictionaries to support repeatable and defensible reporting.• Prepare clear charts, tables, visualisations, dashboards and management-ready slides that explain the findings, implications, limitations and recommended actions.• Support programme evaluation by defining outcome indicators, data collection points, reporting logic and follow-up measures for pilots and initiatives.• Respond to ad-hoc management data requests by producing timely, accurate and well-explained analysis.• Maintain good data governance, including version control, documentation of assumptions, traceable calculations, data quality checks and proper record-keeping.• Where relevant, use or recommend tools such as Power BI, Tableau, SPSS, SQL, Python, R, VBA, Power Query or AI-enabled analytics to improve analysis, automation and insight generation.Requirements:You should have the following work experience and knowledge:• Relevant experience in data analytics, research, business intelligence, programme evaluation, survey analysis, management reporting, statistics, social sciences or a related analytical role.• Strong proficiency in Microsoft Excel, including formulas, pivot tables, lookups, Power Query, data cleaning, structured trackers and quality checks; experience with PowerPoint for data storytelling is important.• Familiarity with quantitative and qualitative research methods, survey design, questionnaire logic, sampling, programme evaluation, interpretation of feedback data and common survey platforms (e.g. SurveyMonkey, Google Forms).• Experience with data visualisation tools such as Power BI or Tableau, and/or analytical tools such as SPSS, SQL, Python, R or VBA, will be advantageous.• Strong ability to work with complex, incomplete or inconsistently structured datasets, reconcile figures, explain assumptions, identify limitations and produce accurate, traceable analysis that supports informed decision-making.• Good writing and communication skills, with the ability to explain data findings clearly to non-technical audiences.You should possess the following skill sets:• Data Analysis and Insight Development: Able to interrogate datasets, identify meaningful patterns, explain the ‘so what’ and translate findings into clear recommendations.• Research and Evaluation Design: Able to formulate the right survey questions, feedback items, indicators and evaluation logic to answer management and programme questions.• Statistical Reasoning and Data Quality: Able to validate data, test assumptions where appropriate, identify caveats and avoid over-claiming beyond what the evidence supports.• Data Visualisation and Storytelling: Able to turn complex data into clear charts, dashboards, tables and narratives that support decision-making.• Excel and Analytics Discipline: Strong ability to build reliable trackers, pivot tables, reconciliations, checks and repeatable reporting processes.• Attention to Detail: Meticulous in cleaning data, checking figures, documenting methodology and ensuring reported numbers are defensible.• Stakeholder Support: Able to work with non-technical officers to understand their information needs and translate them into practical analytical outputs.• Initiative and Curiosity: Proactive in surfacing patterns or questions the team may not have thought to ask, rather than just answering what’s asked.Only candidates with more experience will be considered for the Senior Manager position, with a commensurate remunerationCandidates are encouraged to sign up for a Careers & Skills Passport (CSP) account and include your CSP public profile in your resume.  Please check out www.myskillsfuture.gov.sg for details on the CSP.
