As a subsidiary of HTX — the Home Team Science and Technology Agency under the Ministry of Home Affairs — TXV integrates global convening platforms with Hatch’s innovation and incubation capabilities to act as a catalyst for ecosystem growth.Through innovation services and world-class events such as Milipol TechX, TXV drives strategic partnerships,technology commercialisation, and global ecosystem development — strengthening Singapore’s position as a trusted leader in science and technology for public safety and security.Role OverviewWe are seeking a highly strategic Head, Partnerships to lead TXV’s partnership and ecosystem development agenda.Reporting to the CEO and working closely with the management team, the Head, Partnerships is responsible for building and stewarding strategic partnerships, expanding TXV’s global ecosystem and innovation network, and deepening collaboration across governments, industry, and research. The role is central to advancing Singapore’s Public Safety ecosystem objectives through sustainable, high-value relationships.Key ResponsibilitiesStrategic Partnerships•    Lead a team of relationship and partnership managers to define and execute partnership strategies aligned with TXV’s mission.•    Identify, evaluate, and engage priority stakeholders across governments, corporations, technology firms, research institutions, and international organisations.•    Negotiate partnership agreements that balance collaborative value with Singapore’s strategic interests for Public Safety.•    Establish frameworks for partner acquisition,onboarding, and ecosystem expansion.Ecosystem Development &Global Network•    Expand TXV’s global innovation network and international hubs across markets such as Singapore, South Korea, the USA, the UK, Europe, the Middle East, and Hong Kong.•    Map and manage relationship networks to maximise collaborative opportunities and ecosystem value.•    Develop international alliances that enable entry into new Public Safety technology domains.•    Integrate partnerships across Hatch’s innovation programmes and TXV’s events portfolio — including Milipol TechX and the SPINNDistrict — to create synergistic value propositions.Ecosystem Intelligence•    Lead global partner intelligence initiatives to identify, evaluate, and prioritise stakeholders.•    Develop ecosystem intelligence frameworks to map stakeholder relationships, technology flows, and collaboration opportunities.•    Establish intelligence-sharing mechanisms with stakeholders to strengthen collective ecosystem knowledge and identify collaboration gaps.Cross-Functional Collaboration•    Work with TXV’s business unit leads to: (a)  translate strategic partnerships and alliances into commercial value and revenue.(b)  connect Hatch’s technology portfolio with partners for co-development, validation, and deployment.(c)  develop partnership opportunities that enhance event value and reach.Required Qualifications & Experience•    Proven track record in complex, multi-stakeholder partnership management and ecosystem development.•    Strong understanding of public safety, security technology, or adjacent domains, with international partnership experience.•    Demonstrated success in building and sustaining strategic partnerships across public and private sectors that drive measurable outcomes.•    Experience leading high-performing teams in global, cross-cultural environments.Key Competencies•    Strategic foresight with the ability to capitalise on global ecosystem opportunities through partnerships.•    Excellence in stakeholder engagement, complex negotiations, and relationship management.•    Strong analytical capabilities in ecosystem mapping,business intelligence, and partnership evaluation.•    Innovation mindset with an understanding of partnership structures and technology collaboration.•    Leadership skills to scale and professionalize the partnership function.•    Cultural sensitivity and the ability to operate effectively in diverse international markets.•    Strong communication and executive presentation skills for high-level stakeholder engagement.What We Offer•    Opportunity to build TXV’s collaborative ecosystem with global impact while advancing Singapore’s position as a Public Safety innovation hub.•    A leadership role at the centre of TXV’s global innovation network.•    Exposure to cutting-edge technologies and global innovation ecosystems through strategic partnerships.•    A collaborative, mission-driven environment alongside innovation and events experts.
